AN URGENT NEED FOR PRIMARY, SECONDARY & TERTIARY POLICING.


Beloved, the security challenges faced by Nigerians calls for, at the very least, two additional levels of policing. These are to complement the efforts of the Nigerian Police Force which I refer to here as the Tertiary Police (Federal or National) Force.


To combat the security challenges at the grassroots, I humbly recommend the creation of a Primary Police Force which should be established at the Local Government Level.
The states in the Southern Western Region of the country have already focused their attention in this direction. (e.g. Amotekun or various Vigilante groups servicing and ensuring peaceful primary communities)

The intended addition (Amotekun) that is in the process of establishment, I classify here as a Secondary Police Force. A provision should be made for a primary arm of Amotekun (presently performing as Vigilantes) at the Local Government Level and most inaccessible rural areas should apply to similar security outfits in other parts of the country.

The reason for this suggestion is that the Nigerian Police Force as is presently constituted can not cope with the protection of our citizens at the grassroots especially the villages (which is the bedrock of our informal economy especially peasant agriculture) scattered all over the country. It is managerially impossible to expect an Inspector General of Police, from a desk in Abuja,to effectively and competently police a country as diverse and vast like Nigeria.

Enlistment of indigenes into the Primary Police Force will definitely be more effective as the people in the local community have their ears closer to the ground as compared to the example of bringing Police men from Sokoto to enforce law and order in Iperu which is a terrain alien in culture, vegetation, and all indices of human interaction to them.

Accompanying this suggestions is the creation of additional jobs and career opportunities for the recruits in the Primary and Secondary Levels of the Police Force.

The present security situation in the country is what has informed these suggestions and the 1999 Constitution of the Federal Republic of Nigeria as amended provides for such a three tier division in the Exclusive, Concurrent and Residual lists of governmental responsibilities which necessarily needs to be enforced by the legislating government for effective government, law and order.

A situation where key security positions are occupied by a particular ethnic group has also informed of the need to be more proactive as the Middle Belters & Southerners are presently most vulnerable..
Our level of development in Nigeria should actually not give room for the suspicion we have for each other. Government and governance should be more inclusive and focused on issues that will unite us and engender progress to our father land instead of strategizing for ethnic cleansing or dominance.
We really need to learn to LOVE one another to be able to contribute to the progress of Humanity.
